歌詞は『聖書』「イザヤ書」第21章の、見張り塔から馬に乗った二人の男が来るのが見えたとき、堕落したバビロンが崩壊したことを知るという逸話を踏まえており、ディランは二人の男に道化師と泥棒、見張り人に王子達を配して、彼の社会観を象徴する寓話的な内容に仕立てている。
"There must be some kind a way out of here," said the joker to the thief,

plowmen dig my earth,
None were level on the mind
Nobody up at his word."
「ここから抜け出す方法が何かあるはずだ」
ペテン師が泥棒に言った。
「わけのわからないことが多すぎて、
息つく暇もない。
実業家はオレのワインを飲んでしまうし、
農夫はオレの土地を掘り返す。
そいつらの誰も、そのことにどんな価値があるかなんて知らないんだ」
"No reason to get excited,"
the thief, he kindly spoke,

泥棒は優しく言った。
